By a 6-1 vote Wednesday, the Spokane City Council adopted a resolution opposing two initiatives headed to voters in November. Michael Cathcart cast the only dissenting vote, saying ballot-measure advocacy was not the council’s role. Other members viewed the action as support for LGBTQ residents they believe the proposals target and endanger.

Initiative Measure No. IL26-638 would direct school districts and nonprofits to exclude biologically male students from girls’ team and individual sports. Participants would need healthcare-provider documentation based on reproductive anatomy, genetics or naturally produced testosterone. Supporters frame the measure as protecting fairness in girls’ athletics. Opponents say compliance could involve invasive exams or expensive testing. State officials estimate five to 10 transgender athletes compete among more than 200,000 student athletes statewide, though no official count exists.

Initiative Measure No. IL26-001 would establish parental notification rights involving certain medical services, medications, insurance costs and follow-up treatment arranged by schools. It would also permit parents to remove students from surveys covering subjects including politics, mental health, sexual behavior, religion and family income. Supporters say families need information about student health, safety and classroom learning. Opponents contend the language could reduce some protections and create confusion about notification when a student is a crime victim. Two-time girls’ 2A 400-meter state champion Veronica Garcia supported the council resolution, arguing both proposals could harm gay and trans students.
